Energy cost support and funding in Hereford

The energy scheme

Launched in early 2013, the energy scheme is available in two parts:

● Home Heating Cost Reduction Obligation (HHCRO)

○ Energy companies provide insulation and heating improvements to low-income and vulnerable households in private rented or owner occupied properties
○ Eligibility based on income, benefits and tax
○ Helps cover up to 20% of gas fired boiler costs, 50% of LPG boiler costs and 80% of oil fired boiler costs
○ Loft and cavity insulation is generally free

● Carbon Emissions Reduction Obligation (CERO)

○ Energy companies provide funding for wall and roof insulation
○ Available to all households in any housing tenure that qualifies
○ Normally funds approximately 40-50% of the total cost
